After obtaining his own certificate in April under a court order, he moved the petition following a judge’s remark that others too must get the same opportunity. He says the June 2025 High Court direction remains unimplemented by the Tamil Nadu government. The case is listed for hearing before the Chief Justice’s bench on August 3.
