Sri Lanka Cabinet clears a voluntary-return path, with intelligence screening and a bar on serious-crime accused.
Sri Lanka’s Cabinet has approved a framework for the voluntary return of refugees who fled to India during the war without valid travel documents. Returnees must have nationality confirmed and State Intelligence Service clearance; those cleared get temporary travel documents and face no action under the Immigration and Emigration Act. Anyone accused of murder, treason or similar offences will be detained on arrival. Around 89,000 Sri Lankan Tamils were living in and outside camps in Tamil Nadu in early 2026.
